Background
The Government of Abu Dhabi released Plan Abu Dhabi 2030: Urban Structure Framework Plan in September 2007. This is a comprehensive plan for the development of the city of Abu Dhabi that will guide planning decisions for the next quarter of a century. At the same time the Government also announced the establishment of a new Urban Planning Council to oversee the implementation of the plan and the further development of urban planning policy.
Plan Abu Dhabi 2030: Urban Structure Framework Plan (Plan 2030) has been created to deliver the vision of His Highness Sheikh Khalifa bin Zayed Al Nahyan, President of the UAE and Ruler of Abu Dhabi, for the continued fulfilment of the grand design envisaged by the late Sheikh Zayed bin Sultan Al Nahyan and the ongoing evolution of Abu Dhabi as a global capital city. It articulates a clear direction and description of growth for Abu Dhabi city, setting out an environmental context; confirming an urban structure of land use; transportation; open space; built form and National capital arrangements.
The Surface Transport Master Plan (STMP) was commissioned by the Department of Transport in February 2008 to develop the conceptual transportation strategy outlined in Plan 2030 into a detailed Master Plan and implementation programme for the city of Abu Dhabi and the rest of the Emirate. The Plan was finalised and released in April 2009.
The Abu Dhabi Department of Transport (DOT) was established in 2006 to cover the entire value chain and ensure fully coordinated planning in all aspects of transport policy and development. Previously, Abu Dhabi`s transport responsibilities were handled by a variety of entities, across both the local and Federal Government.
